「白團」為臺灣戰後時期的日軍顧問團，1949年成立於日本東京，並隨即到臺灣幫助中華民國政府，與1951年成立的美軍顧問團，及1936年成立的德國軍事顧問團，號稱中華民國三大外國軍事顧問團。本書是根據國防大學2006年刊行，內部參研資料「實踐案檔案彙編」，以編年史方式，將每一相關事件公文書記載，串連敘述，少加評論。特殊的是：所有公文書有發文文號，發收單位及負責人簽字。收集的來往公文，函件，及相關照片，非常珍貴。當年季辛吉說：「⋯⋯兩岸所有中國人都堅持一個中國，台灣是中國一部份」，美方不提出「異議」。但是，在台灣的「中國人」現在不「堅持一個中國」，認為「台灣不是中國一部份」。因為此，美方就可以有「異議」，這也是今日美國政府介入台灣事務的最「有力的根據」。也證明，自1950年杜魯門提出「台灣中立化」戰略構想，是美國太平洋戰略「基礎原則」之一。這本「大題小作」的小冊子，是以少量史料，談世紀性劇變 ...
